On October 21, 2026, leaders from public and private sectors across New York City came together for the City & State’s Upstream 2026 event, presented by HELP USA, aimed at tackling the city’s persistent housing and homelessness issues. Andrea Reid, executive deputy commissioner of the New York City Human Resources Administration, emphasized the dire circumstances faced by individuals without stable housing. “Think about – all of you in this room – not having a home to go back to,” she remarked, revealing that as of October 14, 2026, 84,037 individuals were utilizing the shelter system, including 28,157 children.
RuthAnne Visnauskas, commissioner and CEO of New York State Homes and Community Renewal, echoed the need for streamlined processes to assist those in need more efficiently. She addressed the significant housing supply challenge, stressing the necessity to make housing operations more affordable. Plans for a “pre-qualified” list of unit inspectors were also discussed to improve service delivery by the city’s Human Resources Administration.
