NYC Council Prepares to Vote on Horse Carriage Ban Set for 2028
The New York City Council is expected to vote on a proposal to terminate the horse carriage industry in New York City, as announced by the speaker's office.

The New York City Council is expected to vote on a proposal to terminate the horse carriage industry in New York City, as announced by the speaker’s office. Speaker Julie Menin is scheduled to present the bill on October 22, with a proposed ban taking effect on June 1, 2028, including exceptions for temporary displays.
Existing carriage licenses would lapse by May 31, 2028, halting any new applications or renewals. The bill, known as Romanch’s Law, follows the tragic death of 18-year-old tourist Romanch Mahajan earlier this year. The incident involved a runaway horse during a carriage ride, leading to increased scrutiny of the industry. The plan will address job transitions for affected workers by April 2027 and impose penalties for continued operation after the ban.
